3.          MONITORING RESULTS

Weather Conditions

3.1              The weather during monitoring sessions was summarized in Table 3.1.

3.2              The detail of weather conditions for each individual monitoring session was presented in the monthly EM&A report.

Air Quality

3.3              All 1-hour TSP monitoring was conducted as scheduled in the reporting quarter. No Action/Limit Level exceedance was recorded.

 

3.4              All 24-hour TSP monitoring was conducted as scheduled in the reporting quarter. No Action / Limit Level exceedance was recorded.

 

3.5              The graphical presentations of the air quality monitoring results are shown in Appendix C.

Construction Noise

November 2018

3.6              All noise monitoring was conducted as scheduled in the reporting month. Twelve (12) Action Level exceedance was recorded due to the documented complaints received in this reporting month. Fourteen (14) Limit Level exceedance for night-time construction noise monitoring and One (1) Limit Level exceedance for day time was recorded in the reporting month and they were considered due to the road Traffic near Eastern Cross Harbour Tunnel Toll Plaza, therefore non-Project related.

 

December 2018

3.7              All noise monitoring was conducted as scheduled in the reporting month. Nine (9) Action Level exceedance was recorded due to the documented complaints received in this reporting month. Twelve (12) Limit Level exceedance for night-time construction noise monitoring and they were considered due to the road Traffic near Eastern Cross Harbour Tunnel Toll Plaza, therefore non-Project related. One (1) Limit Level exceedance for day time was recorded in the reporting month and it was considered Project related.

 

3.8              January 2019

All noise monitoring was conducted as scheduled in the reporting month except daytime monitoring of CM5 was re-scheduled from 14 to 15 January 2019. Thirty-seven (37) Action Level exceedance was recorded due to the documented complaints received in this reporting month. Ten (10) Limit Level exceedance for night-time construction noise monitoring and they were considered due to the road traffic near Eastern Cross Harbour Tunnel Toll Plaza, therefore non-Project related. Two (2) Limit Level exceedance for day time were recorded in the reporting month and it was considered non-Project related as the field staff identified road traffic near Eastern Cross Harbour Tunnel Toll Plaza as the major noise source than construction noise from the project site.

 

3.9              The graphical presentations of the noise monitoring results are shown in Appendix D.

Water Quality

November 2018

3.10          Groundwater quality monitoring was conducted as scheduled in the reporting month. Two (2) Limit Level exceedances were recorded in the reporting month.

 

December 2018

3.11          Groundwater quality monitoring was conducted as scheduled in the reporting month. Three (3) action level and Four (4) Limit Level exceedances were recorded in the reporting month.

 

3.12          January 2019

All groundwater quality monitoring was conducted as scheduled in the reporting month. Nine (9) Limit Level exceedances were recorded in the reporting month.

 

3.13          It is considered that the exceedance are not project-related based on the following reasons:

 

   The distance between the tunnel construction activities and monitoring station of stream 2 and 3 are about 1000 meters.

   The vertical distance between Stream 1 and the tunnel construction site is more than 44 meters. Therefore, Stream 1 will not be affected by any tunnel construction works as its elevation is above the tunnel construction site.

   The exceedances are considered probably due to non-project factors, such as human activities and adverse weather. The investigation details are shown in Appendix K.

 

3.14          The graphical presentations of the groundwater quality monitoring results are shown in Appendix E.

 

3.15          All marine water monitoring was conducted as scheduled in the reporting quarter except water monitoring of embayment at W1 was re-scheduled from 28 to 30 January 2019. Additional monitoring was conducted on 3, 10, 17, 24 and 31 January 2019. No Action / Limit Level exceedance was recorded in November 2018. 23 & 87 Action Level and 170 & 322 Limit Level exceedance were recorded in December 2018 & January 2019 respectively.

 

3.16          The exceedance in the reporting quarter was reported for the whole quarter and the key parameter was suspended solids (SS). As mentioned in the Monthly EM&A Report for December 2018, an emergency sand discharge incident within the Junk Bay occurred on 15 December 2018 due to damage of a sand hopper barge outside the double watergate of Contract No. NE/2015/02. Subsequently, the dumped sandfill was retrieved on 21 December 2018. As the elevation of SS concentration coincided with the hopper barge incident, the SS exceedance was considered due to sandfill dumping and retrieval activities. The water quality will continue to be monitored until the exceedances subside.

 

3.17          The graphical presentations of the marine water quality monitoring results are shown in Appendix F.

 

3.18          Construction phase daily piezometer monitoring was carried out in August and September as tunnel construction activities were carried out within +/- 50m of the piezometer gate in plan. The monitoring switched to monthly basis in October as the construction activities were not within +/- 50m of the piezometer gate in plan. No Action or Limit Level exceedance was recorded in the reporting quarter.

Ecological Monitoring

3.19          Post-translocation coral monitoring survey shall be conducted once every 3 months for a period of 12 months after completion of coral translocation. The post-translocation coral monitoring survey were completed in November 2017.

Monitoring on Cultural Heritage

3.20          Monitoring of vibration impacts at Cha Kwo Ling Tin Hau Temple commenced on 8 April 2017. No Alert Alarm and Action (AAA) Level exceedance was recorded in the reporting quarter.

Landscape and Visual Monitoring and Audit

3.21          The implementation of landscape and visual mitigation measures was checked during the environmental site inspections. Recommended follow-up actions have been discharged by the Contractor. Details of the audit findings and implementation status are presented in Appendix H.

Landfill Gas Monitoring

3.22          Monitoring of landfill gases was commenced in December 2016 and were carried out by the Contractors at excavation location, Portion III in the reporting quarter. No Limit Level exceedance was recorded. The graphical presentations of the landfill gas monitoring results are shown in Appendix G.

Waste Management

3.23          Wastes generated from this Project include inert construction and demolition (C&D) materials, non-inert C&D materials and marine sediments. Details of waste management data is presented in Appendix I.
