Weather Conditions

3.1              The weather during monitoring sessions was summarized in Table 3.1.

3.2              The detail of weather conditions for each individual monitoring session was presented in the monthly EM&A report.

Air Quality

3.3              All 1-hour TSP monitoring was conducted as scheduled in the reporting quarter. No Action/Limit Level exceedance was recorded.

 

3.4              All 24-hour TSP monitoring was conducted as scheduled in the reporting quarter. No Action / Limit Level exceedance was recorded.

 

3.5              The graphical presentations of the air quality monitoring results are shown in Appendix C.

Construction Noise

May 2020

3.6              All noise monitoring was conducted as scheduled in the reporting month. Two (3) Action Level exceedances were recorded due to the documented complaints received in this reporting month. One (1) Limit Level exceedances for night-time construction noise monitoring were recorded. No Limit Level exceedance for day time was recorded in the reporting month. The summary of documented complaints and the complaint investigation in reporting month are tabulated in Table 3.2.

Noise nuisance at Morning nearby East Habour Crossing

Tseung Kwan O Side

Noise nuisance generated in the early morning

Considered as project-related. Breaking works and preloading works are considered to be the major source of noise nuisance. The details shall be referred to CIR-N104

The contractor is reminded to strictly follow the CNMP and applied noise barrier to PMEs.

Odour nuisance nearby MTR Station

Considered to be non-project-related. No direct evidence pointing towards to C3 was the origin of odour. The details shall be referred to CIR-A17

Noise nuisance at night and related air quality impact

Considered to be project-related. The noise originated from the tunnel works of C1 and no significant impact was done to air quality. Details shall be refer to CIR-C36

The contractor of C1 is reminded to keep the blast door shut while undergoing construction in the tunnel.

 

June 2020

3.7              All noise monitoring was conducted as scheduled in the reporting month. Three (3) Action Level exceedances were recorded due to the documented complaints received in this reporting month. No Limit Level exceedances for both day-time and night-time construction noise monitoring were recorded in the reporting month. The summary of documented complaints and the complaint investigations in reporting month are tabulated in Table 3.3.

Muddy water observation after downpour

The complaint is considered non-project-related. The muddy water was caused by heavy rainfall and it was a phenomenon spreading among the Tseung Kwan O sea area. The details shall be referred to CIR-W14.

Malodor suspected coming from works area

The complaint is considered non-project-related as no direct evidence pointing C3 was the origin of source. The details shall be referred to CIR-A17

Suspected oil leakage and noise nuisance since Late June

The suspected oil leakage was in fact algal bloom occurred due to high temperature. The noise nuisance is considered to be project-related. Details shall be referred to CIR-C36.

The contractors are reminded to strictly follows the approved CNMP and apply adequate noise mitigation measures to reduce possible noise nuisance.

 

July 2020

3.8              All noise monitoring was conducted as scheduled in the reporting month. Four (4) Action Level exceedances were recorded due to the documented complaints received in this reporting month. No exceedances for daytime and night-time construction noise monitoring were. The summary of documented complaints and the complaint investigations in reporting month are tabulated in Table 3.4.

Tseung Kwan O Side

Dark smoke emission from barge

The dark smoke was emitted by a barge from C2 when the engine was starting and therefore the complaint is considered as project-related. The details shall be referred to CIR-A18.

Noise nuisance on weekdays

The noise nuisance was due to construction works of the project. The details shall be referred to CIR-N108

The Contractor are reminded to follow the CNMP to apply noise mitigation measures.

Breaking noise in the morning

The noise nuisance was believed coming from the nearby ASD site instead of the TKOLTT project site. The work schedules had been reviewed and none of the sites had used breaker/piler at the time of complaint. Therefore, the complaint is considered as non-project related.
